不能發表文章 ( 已解決 )

請問有大大遇過這情況嗎? 可不可以告訴我解決辦法?
當我發表文章時, 主旨和內容皆是中文時便出現以下錯誤代碼.
如果輸入英文的話可以成功發表.
- 架設主機作業系統：Windows 2003 Server
- 安裝的程式：IIS + php + SQL 2000
- phpBB2 版本：phpBB 2.0.19
- 錯誤代碼：
