[問題]Why 主題內不能post 中文?

本人已戌工install phpbb2, 但係在主題post 中文就不能正確display 中文. 全都了"@#3454,@#45345". But it is ok in the content of the post all chinese display fine. This only happen in the subject.
Iam using window2000 (english version)
